Federal Farm Bill Defines Industrial Hemp

The 2014 Federal Farm Bill (Agricultural Act of 2014) defined industrial hemp as cannabis with less than 0.3% THC and authorized state-level research pilot programs. This planted the seed for Minnesota's eventual hemp industry.

Section 7606 of the Agricultural Act of 2014 defined 'industrial hemp' as the plant Cannabis sativa L. with a delta-9 THC concentration of not more than 0.3 percent on a dry weight basis. States were authorized to establish pilot programs for hemp research and cultivation.
