Adult Possession and Home Cultivation Takes Effect
Most provisions of HF 100 took effect on August 1, 2023. Adults 21 and older could legally possess cannabis and begin home cultivation. Automatic expungement processes for qualifying prior convictions also began.
On August 1, 2023, Minnesota adults 21 and older could legally possess up to 2 ounces of cannabis flower in public (up to 2 pounds at home), possess up to 8 grams of concentrate, and cultivate up to 8 cannabis plants at home with no more than 4 flowering. Sales of cannabis flower remained illegal pending the establishment of licensed retail operations.
