OCM Conducts First Social Equity License Lottery
The Office of Cannabis Management conducted its first license lottery for social equity applicants on June 6, 2025. Out of 776 qualified applicants, 249 were awarded various license types including retail, cultivation, and manufacturing. This marked the first time cannabis business licenses were issued in Minnesota.
The social equity lottery prioritized applicants from communities disproportionately impacted by cannabis prohibition. Winners received pre-approval for cannabis business licenses, though they still needed to meet all regulatory requirements including facility inspections, security plans, and financial readiness before commencing operations. A second lottery for general applicants followed on July 22, 2025.
