Second License Lottery for General Applicants
The OCM held its second license lottery, this time open to general applicants. Combined with the social equity lottery, these two events established the initial cohort of licensed cannabis businesses in Minnesota.
The general applicant lottery complemented the earlier social equity lottery, filling remaining license allocations. Together, these lotteries established the first wave of licensed cannabis operators who would begin building out facilities and preparing for market entry.
